San Diego Fire-Rescue

Cities like Poway, Escondido, and El Cajon, plus county fire districts and CAL FIRE in the backcountry, each set their own timeline and enforcement approach. We confirm the right one before recommending any work.

Which agency will actually inspect my property?
It depends on where your parcel sits. Inside San Diego city limits, San Diego Fire-Rescue. Everywhere else in the county, your local Authority Having Jurisdiction, which varies by city or fire district.
What is the 0–5 foot zone?
Zone Zero is the first 5 feet around your home. AB 3074 directed the state to create an ember-resistant zone in that band; the implementing statewide regulation is not in force. Where a local Zone 0 rule applies — unincorporated county since April 2023, and the City of San Diego on its own phased calendar — combustible material in that five feet (mulch, dead vegetation, and wood fencing attached to the house) is the work. Elsewhere it is recommended now.
What do I need to change?
Start with the first five feet: combustibles, mulch, and anything stored against the house. Where a local Zone 0 rule is in force, fences and attachments in that band are part of it.
When are the deadlines in San Diego?
As of September 19, 2026 there is no statewide Zone 0 regulation in force. Unincorporated county Zone 0 has been required since April 13, 2023. City of San Diego is phased through February 28, 2029, with fence replacement in Year 3. Other incorporated cities keep their own fire authority. The full table is on our deadlines page.
